On 04-03-2018 a Parkersburg Police Department uniformed officer responded to 800 Garfield Avenue, WVU Medical Center, in reference to serious injures on an infant. Upon arrival officers spoke with ER staff who advised the male victim (11 day old infant), had all the ribs on his right side broken,along with a bruise around both eyes. The suspect, Tyas Lipscomb, advised he had performed CPR on the infant (his son) on 04-01-2018, after the infant stopped breathing while he was feeding him. Lipscomb advised that he and the infants mother had brought the infant to the emergency room for further evaluation due to him being less active and a crackling noise when the infant breathed. The infant was medically evaluated and transported to Ruby Children’s Hospital due to the findings. Further medical evaluation showed that the infant had all twelve (12) ribs on his right side fractured and (2) were found to be fractured on his left side. Further testing revealed his eyes and eyelids had hemorrhaged. The injuries were later determined by medical staff to be “non-accidental” . The infant was placed in the PICU (Pediatric Intensive Care Unit) until its discharge from the hospital on 4-10-18.
Det. Deuley conducted an investigation into the matter and an interview was conducted with Tyas Lipscomb. Lipscomb revealed in a Mirandized statement that he had never performed CPR on his son, but that he had become angry and squeezed his son at least 2-3 times against his body (forcibly) on the date in question causing his injuries.
Tyas Lipsomb was arrest and charged with Child Abuse by a Parent causing serious bodily injury. Lipscomb was taken to Wood County Magistrate Court and arraigned. Magistrate Brenda Marshall set Lipscomb’s bond at $10,000.00 dollars. Lipscomb was unable to post the bond and remains in custody of the North Central Regional Jail pending future court proceeding.
